Default Adjusting headlights (hitting sheet metal)

The black plastic headlight surround on the driver side is barely clipping the sheet metal about 1/2 of the way through the up/down movement. Is this a common issue, and if so, what's the best way to adjust it before I do something dumb with my dremel? It's causing the headlights to not come up all the way about 1 time out of 4. It usually pushes past it, but it's time to fix it.

Can you shim it over a bit? perhaps with a body shim or a washer?

Not sure where I would, as the pivot points are part of the bodywork.
