Is it the TPS?

Here's my problem. My 951 starts and idles fine until after about 15 minutes of 'normal' driving when all of a sudden the idle shoots up to between 2300 and 3000 rpm and stays there.
Sometimes i can quickly kick the gas pedal and it'll come down for a little while.
I was thinking it was a vacuum leak but now i think it might be the TPS.
What are your thoughts?

A quick and easy way to test the tps would be to open the throttle and close it again while standing above the tps. Once the throttle closes, the tps should click. There should be some slack in the throttle cable to allow the throttle to close completely.
