Default No Start; Help with Diagnosis please

Car has sat up for a few months in garage.

Low on gas but I started it regularly. Added a few gallons of gas after first no start thinking it was empty.

Still will not start.

-Replaced DME Relay.

-Used Noid Light and got flickering on each cylinder while turing key

-Tach is bouncing.

-I put a fuel pressure gauge on the end of the fuel rail and am getting zero pressure with DME relay installed or jumper line while turning the key.
With Jumper Line I can hear the Fuel Pump.

Any ideas of next steps? Replace Fuel Filter? Replace 3 bar Fuel Regulator?

Try unplugging the vacuum line on the FPR and seeing if you can get a little fuel pressure.
