944S TDC Assistance Please

While attempting to paint my camshaft cover, I ended up breaking a bolt off below the surface of the camshaft housing. Tried to fix on my own and made it worse. Now I need to pull the head to take it to a machine shop.
When attempting to put the car in TDC - there is no OT inside my back engine window. I put a dowel in cylinder #1 and when it reached the top, the camshaft sprocket is almost spot on. The upper balance shaft sprocket appears to be off by one tooth. Underneath the car, the flywheel alignment mark is within the window but off a tad about 1/8th of an inch or less.
Question - Can I determine TDC w/the bottom fly wheel opening or camshaft sprocket? If so, which is better?
Also, my cam belt spring tensioner will not move. Appears I'm going to have to cut the belt and remove tensioner to repair - any advice?

Thanks for the quick reply -
To be honest - I broke 2x bolts. One on removal in which I did use the welding method. The bolt head broke above the surface so there was meat to attach a bolt to. Welding worked awesome.
I broke the second bolt on reinstallation - didn't think I could weld to the bolt beneath the surface so I drilled and messed it up. Lesson learned.
