heater issues

Give the car a few minutes, once everything is all warmed up. Heat just emits from the vents. Seems a little better if the vents are turned on full blast, but otherwise the cabin gets really HOT. The a/c hasn't worked since I bought the car, but the PO said it worked really well and had just been recharged after the R134 conv.
Are these issues related, and what is wrong? Could it be the dampers or the heater clips, or a relay, etc.?

It could be the clip or it could be the heater valve at the back of the engine that is suppose to stop the coolant from flowing through the heater core. Those are the two problems I have heard of.

Those are the 2 most common heater problems correct? Any idea how much work this is? I read the how-tos on www.clarks-garage.com, so I think I'm capable of it. Just want to know about how much time to set aside for it.

clip, heater valve, vaccum line in battery box. i think the placement of that line was pretty dumb cause if you put the battery back in, there's a good change of bumping the vaccum canister and breaking off the little plastic piece on it.
the vaccum line in the battery box is easy to check for so it's a quick first thing to do. then you can procede with going upside down in the driver's seat looking at the clip. i don't know how often the heater valve itself fails but if it can move up and down (try moving it by hand) and it doesn't leak, it probably works.
