Default Momo 7004 hub question (pic inside)

So I purchased 2 Momo 7004 hubs for both my S2 cabs and just noticed something since receiving the second hub.

On the bottom of one hub there appears to be a bearing or something. On the side that faces the steering wheel, it has a soldered line that runs through the hole and up which I assume is for the horn.

I took a picture of the bottom of both for reference.

My questions are:

1. Am I missing that piece for one of them or is that bearing for another car? (the hub with the bearing came off of a 964)

2. What is it used for?

3. Can I use the hub with or without that part?

It is the contact ring for the horn. Your horn won't work without it.

Oh, well that's not good. Is there a way around it to get the horn to work? I think I have an aluminum ring that looks similar to a hubcentric spacer somewhere.

That brass ring has the horn wire soldered to it on the other side and on mine is mounted toa plastic piece that insulates it from metal of hub. The ring came loose on mine so had to re-glue it and re-solder the wire. When it came loose my horn would come on when cornering and then it came completely loose and horn went crazy as it fell onto steering shaft completing the circuit. I had to pull the fuse. I got it all fixed on friday.

I had a Momo steering wheel on my 86 944, I never could make the horn work with it. It was possible to make it work by bending the column contact ring. That didn't look like it would last so I removed the Momo and installed the stock wheel. I need a working horn to pass annual state inspection.
