Danno where are you getting these voltage values at from the fuel injectors? I just went out and TESTED my running car and they are the exact same values as the car that doesn't run. For example each fuel injector plug has 2 pins in them. I connect on wire from my DMM to the battery ground. This wire from the DMM always stays on the battery ground why I poke around and test the other pins with the postive led on the DMM. So while this one wire is grounded on the battery at all times I take the other wire from the DMM and poke these 1 of the 2 pins with it from the fuel injectors. On 1 pin I always get 12 volts. On the other pin I always get 10.3 volts. ALL THESE voltages are the same for every fuel injector plug. These are the EXACT same values I GOT on MY RUNNING Car as well!!!!!!!!!!

"What pins do the fuel injectors connect to on the DME?"
It's #14/15 on the DME, grey and grey/black.

The power to the injectors come out of terminal-87 on the DME-relay. This also powers the DME on pins #18/35 as well.
Here's the next step, disconnect the idle-stabilizer and CV-cycling valve. Re-do the injector connector test to see if you can get +12v on one pin only.
Did you do the continuity test on the ground-pairs #1 & 2 and #3 & 4?

Sup Chris,
We got the car sparking, the harness for the Speed and Reference sensors were shot and shorting each other out. After we figured that problem out we had clearance issues with how the turbo (T04B) was mounted and intake manifold. I have since ran out of time and I'm stuck up here at school so the car sits in the garage in a unfinished state.
