This could be one of many things. Is it spewing out the overflow tube? Check your hoses and stuff for leaks. I would pressurize the system and try to find the leak. You can get a pressure tester at most any car parts stores (the ones in the U.S. will let you borrow them for free).

good call boys..., the fan comes on.., but not often enough..., my fuse box was loose and my fog and interior light would not go on all the times when i start up. also.., the fan makes a whistleing noise it has never made before. maybe it is a fuse. and yes.., i'm sure that the steam comes from the relief hose. i'm going to check that out..

I hate to say it, but that is exactly what was happening when my head gasket went.
I was losing coolant and didn't know where. Eventually I strarted haveing just a bit show up underneath the car. A few days after that my radiator hose to the thermostat burst. I thought my thermostat was bad. After I checked things, I noticed that I had a milkshake in my coolant resovoir. I tore the engine apart and my head gasket was almost unnoticable, but it was enough to cause lots of problems.
There are lots of threads along the same lines. Sorry I don't have time to look right now, sort of in class. Good luck.
