failed CALIF smog check because of NOS

My 944 project failed the california smog check because of too much NOS.
The guy said it was due to either the timing being off (I just did the belts) or the catalytic converter.
Anyone with experience in this?
The muffler does make more noise than it should.

Just smogged my turbo last week. Had the exact problem. turned out my cat was gutted. had a shop weld a new 3 way cat in for $200. Brought my NOX level down 1000 points. passed smog easily. Best test is to drill a hole upstream of the cat and test the levels there. then compare to levels out the tailpipe. If your CO testpipe(tubing) is intact you would use that. I'm in oxnard. can refer you to my mechanic or muffler shop if needed.

great, yeah it sounds like it is gutted. something is def. wrong with my exhaust.
I'm in Ventura. Is welding required? I would like to be able to do it myself (bolts.)
