Currently the largest file upload allowed is 180K (fairly big for Internet Standards). Most Digital camera will take a picture at 1024x768 or above (megapixel reference). To reduce the file size you can either reduce the quality of the photo, or reduce the actual size (by cropping or constraining). Just about any photo editor will allow you to do this... even the cheesey MS bundled stuff (paint). Changing the resolution, dpi, compression, or whatever else can help to reduce the filesize also. Generally, you should always save photos in JPEG format.
If you don't already have an image editor, and don't need the superwhamodyne professional stuff, I strongly recommend Adobe Photoshop Elements. It has most of the needed functions of Photoshop for ~$70.

For a full screen-sized image 800x600 - 1024x768, 180k is more than enough. Get a free evaluation copy of PaintshopPro. It has about 50% of the capabilities of Photoshop and has everything you need to manipulate images and upload them here.
