How rare/hard to find are these? I know GT Racing makes a clone but I don't think it comes with the fin inserts. I would like to replace my nose panel with one, possibly.

My experience is that they aren't overly expensive but hard to find if you are looking for an OEM panel. The fiberglass ones are easy to come by but the vents are the tricky things. I recall that somebody did a reproduction run of vents a few years ago but I think those have since run dry, too.
Years back, I found one that needed work at the Hershey swapmeet for $75 and someone told me that was too much. I cursed him for years until I came across another one last year for $125 between two sellers (vents from one guy, the panel from another). It needed work and to this day still needs more than I gave it but I am so effin' glad to have it.
I think it really transforms the front of the car and, at this point, I'd almost consider buying a reproduction one even if I didn't have the vents.
Fortunately, I don't have to worry about that anymore.

Bit of advise when taking these off. Buy yourself a good variable speed drill with a slow start-up option and a 6-pack of spot weld drill bits. Allow a couple of hours to take it off and don't rush, drill every spot weld, there are about 30. Also the vents are likely to be fragile, especially where they screw on so take your time. You can see on the picture how the drilled spot welds should look:
...and hopefully you will have something like this when you are finished:

After seeing this thread, I searched for one and possibly located a 924 turbo with one. Does anyone have detailed removal instructions? Also, How did you put this on your 944? Thanks!

Unfortunately they are not mine, they belong to other guys on RL. Just posted so you can see what good conversions look like. Mine is the part in first picture and its now on my track 86.
As I said you need to buy a special drill bit for drilling out spot welds. I tried with a regular drill bit first but it took off too much metal. The welds are in some awkward angles for a drill so I used the spot weld bit with a flexible extension in the chuck.
Basically drill out all the spot welds without distorting the metal. Braze the holes up and drill new holes for the screws that hold it on the later cars. If you have an early car you have twice the work, later cars it just bolts on, turbos need the pods and light covers also. On the turbos/S2's it doesn't quite match up with the lines of the front but near enough.
