Post belt-cover bolts leak oil?

Hey, I heard from somewhere that the two long bolts that hold the rear timing-beltcover onto the block can leak oil if they're not tightened. When I took the rear belt cover off, those two long bolts appear to be part of a series of bolts that hold the front cover of the engine on. That's the piece that includes the front crank-seal.

So if the long belt cover bolts are loose, does oil leak out?
