They look like teflon shims that go between the main assembly and the caliper barrel to provide dry sliding lubrication. The brakes should function well without them but over time and miles you'll have metal on metal and they could cause sticking of the caliper barrel. Your choice to take it or leave it.

Well metal to metal contact is never good, so I guess I'll put them in... Do they go on the top or the bottom of the clip that holds on the floating frame?

Taking them apart wasn't really that bad. Getting them back together was the hard part. It was 100 times worse after I put these things in because they kept falling out
