Post Hard Start

When ever I start the car in the morning, it is almost like it chokes for a couple of seconds and the revs bounce around 700, then settle to rest at 900. Is this normal? I am concerned that if it does this when its 80 degrees out, it will be a nightmare in the cold weather.

Could have a bad TPS and/or idle stabilizer.
