Depends upon how clogged your cat is. Remember that the entire engine is a tuned harmonic system (like a pipe-organ). It's NOT a simple pump.

So what happens with sound and pressure waves flowing back and forth is that when you change the restriction in the exhaust, you move the torque-peak up the RPM-range. You'll have higher HP to brag about, but you'll also lose your low-end torque from 3500rpm on down as well. Good for a racing car, perhaps bad for a street car.
