Solution for Dirty Cone Air Filters?
I found this diagram of a Contour SVT's intake
and it shows the factory cover for its cone filter. It seems like it would keep all the extraneous dirt from getting into the filter on our cars - 951, maybe n/a's too?. Also, there's a nozzle on the cover that can probably be made to fit into the hole in the fender of the 951's so air can be drawn from the factory location.
I'm not sure about the clearance for the headlamp linkage, but people on this forum have come up with ingenious solutions before

That sounds like it would defeat the purpose of the cone filter. The purpose is to remove the restrictions of the stock airbox and allow full, free flow to the filter. Of course, full, free flow also means a lot of dirt and dust.
I feel that putting another airbox over the cone filter would just negate the effect of it. But that is just my opinion.
