Default Adjustable FPR question

When I bought my car (87 951), someone had already installed an adjustable FPR - like this or this.

When I checked it with my Mityvac, it looses an inch of vacuum or a pound of boost every second. - Is this normal? I did not see any gas coming through the vacuum nipple.

Also, I noticed that there are several models of this FPR that look the same, is there any way I have one made for different ratios of pressure at Idle/0/boost pressures?

My car Idles rich, drives lean, and is bang on under boost
