Either the speed or reference sensor would be my best guess.

+1 on speed or reference sensors. Does the tach bounce when you try to start it?

Agree with Ky944TurboNewbie

If you crank ---watch the tach gauge ---it has to bounce 1/16th of an inch as you crank.
If you see a bounce---usually the sensors are OK.

If you see the "bounce" -----and still no start-----the main DME computer may be bad.
