Default Turbo and Altitude

So I'm looking for my next P-car and this has been on my mind.

I live at about 5400' so we have station pressures at about 80% of that at sea level. Most of my driving is between 5,200 and 12,000 feet although I am above 14,000' (density altitude of 17,000') in the P-car on occasion.

My question is about boost and altitude. On a stock 951 is boost (assuming the turbo can keep up) a function of station pressure (station pressure + 0.6 bar (1.4 bar absolute @ 5400') or is it absolute pressure (i.e. 1.6 bar absolute)?
