Default Power Steering Fluid Issue

I replaced the struts and while it was on the stands (still is), with the engine shut off I turned the wheel lock-to-lock to make sure the strut bearings etc. were correct and working as they should. I then noticed a power steering fluid leak from the cap and when I removed the cap the fluid is right at the top of the reservoir. It is not foamy, nor is it particularly clean (time for a flush and a new reservoir and filter) but why has the rack pushed out all its fluid? It is cold here. Do I have a steering issue that I should address? Except for this, the steering is not leaking otherwise.

You need to check the fluid with the engine running on flat ground...

Thats news to me I thought PS fluid was checked with engine off.

The fluid would go up and down a little bit but not that full unless a valve is plugged not allowing the fluid to circulate. Have you checked to make sure there are no lines that got kinked with the other work you had done?
