Default '88 turbo surge

I'm looking at an '88 Turbo (not an S) and there are a few issues. The one that worries me the most is a report of "surging" sometimes... The big question is... where do I start looking and how worried should I be?

I'm thinking that best case it's a vacuum line or something.... worst case a wastegate issue?

I think I noticed it on low rpm, going up a pretty steep hill (not trying to go fast, but it was under boost)...

Should I be scared away?
