Default power steering debug question

My power steering does not work. Go figure.

But I pulled off my ps rack in order to get to my oil pan, and was surprised to see that it had not been disconnected, nor had been leaking. The pump was connected with a good belt.

not knowing anything about power steering, why would the power steering not work? pump or rack? or both?

when putting back together, should not put a belt on the rack and not fill with fluid?

How do you know the power steering was not working?
The pump is not hard to rebuild.

I drive a 944 with manual steering in endurance races. my 951 feels a lot like the 944, and much less like my m3
