I'll take you one step further and say that the sleeve inside the rack itself is loose. There's a sleeve that the steering shaft runs inside of. It's about 7 inches long. If that comes loose, the rack will not recenter itself.

I had mine apart back in April or something like that. If I remember right, that large nut on the outside of the rack that joins the two halves together, is what puts pressure on the internal sleeve.
