Default Indication of bad check valve?: No fuel in either supply or return line.

I just installed new fuel lines. I ran the car dry with the fuel pump fuse out and then emptied the rail. I was surprised to find, however, that there was no fuel in any of the lines, only in the rail. Does this mean I need a new check valve?

I also discovered a 2mm dent in the fuel pressure damper, probably from a pipe wrench. The dent is on the inlet side of the "can" close to the rail bracket. This won't affect operation of the damper, right?
