I need to remove the rear impact strip. How does it come off?

If you mean on the bumper, IIRC, there are two maybe 3 bolts holding on the rubber strip. You access them from the front side of the bumper. Use Kroil or another agent to loosen the bond of the nuts or the bolt will break off.

my rear passenger rubber pad has now fallen off. there are three bolts, now rusted through, that hold it to the bumper and end panel. There appears to be a metal pad inside the rubber pad. Now that it has fallen off...how can it be re-attached?

How are you planning to replace the rear bumper? I've been thinking about replacing mine with one from GT-racing (mine's a bit rusted and the paint is shot). Lmk what you end up doing.

I'm re-attaching the original rubber pad to the metal bumper. Not a complete bumper replacement...
I've scraped out as much rust as I can from the old bolts inside the rubber, filled the remaining holes with epoxy (auto goop), implanted three new bolts with oversized washers, spread same epoxy on flat surface of rubber bumper and strapped it tight to the metal bumper. I'm going to put the nuts on the protruding bolts behind the bumper today and take off the straps. With any luck, it'll stay on?!?!
...keeping it stock and I don't want to wait for a new part...
