Default Question for those that have depowered their racks

I have everything apart. I started to grease the splined shaft. After I did that, I moved the cylindrical piece that is over it back and forth. After moving that piece, it wiped all the grease off and pushed it to the ends. The piece I'm talking about it pictured here in #15.

Is there some sort of seal on that shaft that is wiping the grease off?

The more I look at it, it seems like the splined shaft is supposed to run through the sleeve without any lubricant. That doesn't make sense to me though.
