This nasty dent has been on the rear bumper, in the corner ever since I bought the car from the previous owner. I'd imagine that this would require body work to repair, since it can't be accessed from inside the rear hatch. However, I'm wondering if it would be possible to access it if the rear bumper/valence was removed.

Which approach would make the most sense to take here? Any thoughts are appreciated.
