Uneven braking

Post Uneven braking

I was doing some brake testing with my car earlier today. The brakes grab very hard and very smooth, it feels like the entire car is braking evenly.

However, when I really get on the brakes, my right front tire (driver side) will lock up before any of the others.

The car has a shimmy around 70mph, but it fades once the car warms up. (I'm thinking this could be because of a flat spotted tire, but I'll do more research this weekend.)

Is there any way to tell why that one wheel would lock up before all the others? (NOTE: The front rotors are new, as are the pads. When slowing down, I can hear what sounds like rubbing from the right front wheel. It goes "swish, swish, swish" in proportion with speed only when braking.)
