Would you say then that it doesn't increase HP of the engine, but increases effective HP at the wheels due to slightly less drivetrain losses?

No not the samething. It reduces roataing mass and has zero power gain from the engine or to the ground. However because there is less rotating mass you have to accelerate you can use that power to accelerate the entire car. It is in effect just like light wheels.

Correct. It is the acceleration that changes. If you put it on a dyno, it would not read any additional hp with the lightened flywheel, but you would see a slight performance gain, and you will FEEL it with the butt dyno.
