Default Vacum leak at Wastegate

Hey guys I found that my wastegate vac hose is old and crack and it appears it may have a hole in it. I was wondering if this would cause my turbo not to goto full boost?

I've noticed ony my boost gauge in the car it will only go to about 1.7 bar of 2bar on the stock gauge. It's a 86 951 Autothority Chips, 15psi new wastegate, and bosch hv pump. Thanks for your help guys.

1) yes it will.
2) NEVER believe what you see on the stock boost gauge.
