My S2 just had those same rust issues fixed....with all metal...no bondo !
In my case the car was original to Ohio and then NY/NJ....lots of road salt gets kicked up and eventually abrades the paint...and I guess the galv. coating as well.
If it has not gotten to the rear suspension mounting point then it should be just a cosmetic fix.
