Default Insulation Around Catalytic Converter Loose

I'm assuming that what I'm looking at is a sound and heat insulation piece around the catalytic converter. Well after hitting a couple of cattle guards, it came loose and was hanging down. As a temporary fix, I wired it back together and it holds together just fine now.

My question is this: What exact purpose does this piece serve, am I right in thinking it's sound and heat insulation? Also, has anyone else had an issue with it coming loose hanging down? If so, what was done to correct the issue?

Looks like a good job of safety wiring it back up to stay. If it doesn't rattle leave it alone.

Cheers,
Larry
