Post RR wheel difficult to turn

As often happens, when swapping the axles on the rear of my car, I noticed that the rear right wheel is much more difficult to turn than the the rear left. I turn it with my hands without grunting, but it seems excessive. Neither wheel turns easy enough for me to try and spin, let go, and have them spin at all.

Perhaps my handbrake (which is a total pos) is maladjusted? I'm not in the market for new calipers...

You figure you have to turn the rotors, axles, and a few components inside the transmission. It is never going to spin, let go, and continue to spin unless you have the special edition joint venture with honda front wheel drive 944.

Well, I'm not too concerned about that. Both my wheels should be equally difficult to turn. The car doesn't "roll" easily...Almost like the tires are kinda flat.

It's not a big deal, but something's not quite right. Last time I filled up the tank I think I got something like 15mpg.
