Post Not P-Car: Fixing up minor rust spots?

My Lumina has some rust creeping up, and I want to launch a pre-emptive strike before it blows a hole through my hood. Here's some pics:

Spot 1:

Both are on the very edge of the hood.

hard to tell in these pictures but it appears that there had been some previous damage there and that is why it started rusting. If it is just surface rust, sand it down, bondo it smooth, and paint it, of course paint a little more than that area to get it blended in.

No previous damage, both spots are no more than 2". Maybe a few rock chips started this rust process. The car is 10 years old though.
