Post Handbrake problems.

When the car moves forward and I use the handbrake in third click it stops BUT when the car moves backwards it
do not stop and it need to go higher with the hand brake!!
I check it and it seems it has more barking power moving forward than backwards.
How can this be?
I cleaned the whole system and reassembled but it remains the same?????

why does it has in different moving direction different brake power?
