For common hardware, I've found the local John Deere dealer to have the best quality and a reasonable price. They have to set the bar very high in their application, both regarding strength and durability.
My second choice in our area is a specialty fastener shop in town. I suppose most towns of any size have them. You go in and there are wall-to-wall nuts and bolts, at the best prices around. It doesn't appear to be John Deere quality, but it's decent, apparently far more so than that at the building suppliers.
As for stainless, be careful where you need strength. I don't think it's even available in many of the strength grades needed in a car.

You are correct. Refrain from using stainless steel hardware in any high torque applications, as they tend to shear more easily than regular steel.
I like to buy important hardware, like brake caliper bolts, from the dealer.
