Thanks Luis - I have actually just changed the fuel filter, but as far as I know the regulator is a good few years old, so it might be at fault... though looking at prices I'd like to know it's to blame before I replace a possibly-good item with a new one. Maybe time to invest in a fuel pressure gauge.
