Yeah, that's the one. I do remember seeing it on cl a while back and he said the distributor had gone out. Now it says the distributor was replaced but now this rotor thing is gone. I emailed him asking to clarify so I'll see what he says.

If you could get him down to 800 i think it would be worth it. It looks like it may have had a respray but it looks ok ish in the pics.

I just received another email and the owner confirmed that it was the distributor rotor that caused the ECU to go out. It has since been replaced but it's still in need of an ECU. Is this indicative of a timing belt failure, or is it really just the rotor?

I'm sure a broken rotor will not cause an ECU failure. Take a medium size flat blade screwdriver and undo the two fasteners that hold on the distributor cap (push in and turn them either CW or CCW, I can't remember). With the cap out of the way, have the owner crank the engine and see if the rotor tries to spin. If you see no sign of movement it is a good bet that the timing belt is broken which entails pulling the head and replacing one or more bent valves...
