I see your point but I swear to you that my car has both. The lights on the bumper as well as the lights behind the front tire. The bumper lights do not blink with the turn signal. They are just on when the driving lights are on. My car is a European down to the German words for all the warning lights on the dash. Did they maybe make them with and without the bumper lights in different times I mean from the factory?
