Save your money... you do not need that special tool
Any store will have the larger needle nose pliers that are bent 90 degrees. $10 bucks
Open them up.... the ends go staight into the holes with plenty of room to get a socket on the bolt.

I used the old belt on the sprocket trick. I have a set of vise grips with a very wide jaw opening. Use just enough pressure to hold the sprocket and the bolt will break loose very easy.

I bought a two foot steel stake used in setting concrete forms. Found some old allen keys that just fit the holes. Drilled the bar, trimmed the keys to length, heated them with a torch, and used the vise to press them into the bar.
