When applying decals such as the one on the back of the car below the lights and above the bumper it is recommended to user lightly soapy water. Can some one fefine for me what

It is what it is! Take a little washing up liquid (not too much), put it in some water and make a lather.
Wash the area to be used, dry. Wet the same CLEAN area with fresh, clean soapy water. Place decal in desired location. Use a squeegee to squeeze the water out from under the decal. You can also use a wet sponge if you can't get hold of a squeegee (any grocery store/target/walmart), although your results may vary. Simple!

Just as Jax said. I put the "turbo" fender decal on mine last Sat. and all came out well except for a few tiny spots that I had to poke with a pin and squeeze the air out after the decal had dried(friggin' rainstorm started 3/4 the way through the install.) Be patient and have fun.
