Default Pad fit and caliper spring plates

I've just taken off my calipers and disassembled to remove the corrosion buildup. Getting the plate bolts off was every bit as difficult as everyone says, but that's another story.

On some of the calipers the plates don't sit flush with the caliper body - there is a visible gap of about half a millimetre. Is this within normal tolerances or should I invest in new plates?

Also, even on the calipers where the plates are flush, after reassembling I noticed that while my pads fit better, they still rub quite hard between the plates - not loose like I was expecting. Is it normal to have pads fit very snugly between the plates - requiring a fair bit of finger pressure to fit between the plates, or should they be going in very lightly?
