Default A/C Problem

I've searched here and checked Clarks Garage and can't come up with what I am looking for.

My A/C was running great until one day it started blowing cool not cold air. I noticed that when the a/c changed my black and blue check valve that comes off the brake booster line started whining! Kinda like a tiny jet. Since it is connected to the HVAC system, I figured it was bad so I replaced it and the new one does the same thing.

Now, I have no idea how to start troubleshooting this. I figure something is wrong after that line but what? Vacuum canister? The servo things underneath the dash? The car still runs 17-18 hg of vacuum at warm idle so don't think it is a leak.

Basically what I need is someone to start me in the right direction to troubleshoot this please!
