Most of my day is spent analyzing broken parts, so I usually err on the side of caution, especially when it comes to safety critical parts.

I'm not going to use it. I'm not a machinist in the slightest, but even I can see that there is not enough space to enlarge the holes and tampering with the heads of the bolts doesn't make such sense either. The old bolts look perfectly OK to me, but the general consensus was to use new bolts because of the stress exerted on the flywheel bolts. So if that is in fact the case then it's not logical to reduce the size of the bolt heads.
This is by far the biggest PIA I have ever encountered to change out a clutch in any car. It's also been the most expensive. It's tempting to proceed with this resurfaced clutch, but I didn't read any comments about why I should so I've decided it was shipped in error and that's the way it is.
I appreciated the feed back. So now the current task is to get my spare resurfaced right.

Most satisfactory conclusion:
I sent an E-mail to the Vendor today at 11:55 a.m. Not a bitch e-mail, not demanding my money back, just photos and "your thoughts on this" Just received a phone call from the owner.
He apologized profusely. Told me to trash it. Could have simply reversed the charges on the CC, but instead is sending me a replacement and paying the shipping which is exorbitant because it gets screwed with at the border. Normally my orders go to KY and then thru the border undetected.
