Only for the person receiving it, who might have to pay duty. The only way it could be a pain for the shipper is if it's returned.

The only additional difficulty I know of IF everything goes smoothly is a customs form (USPS requires one anyway)...if things go ary...I'm sure its much more difficult to deal with when there's a nations border involved...

Depending upon the shipper you use, it can be easy or painful. I've found that the US Postal Service has decent rates on international shipping and the least amount of paperwork as well. Typically just an extra Customs declaration is all that's need. And I think if you put down 'used car parts' with some reasonably low value, the duty won't be too high on the other side.
