fuel gauge problem

my low gas light still comes on correctly, but my needle stays past empty.
don't they work on the same electronics?
what should i be checking out to make this read correctly again?
i already tried cleaning the connections on the fuel level sender top twice, and recrimped the connectors to be tighter.

i had mine out to replace the top gasket and cleaned stuff up...the gauge still worked at the time.
mine did NOT have a sleeve around it.
is the sleeve aluminum? plastic? my gauge seems to work fine with the rest of the components, so i am thrown off that the low level light comes on but the gauge doesnt read right.

i was messing again trying to fix my gauge today.
i unplug the ground on the fuel level sender and the needle drops off of the gauge.
plug the ground back in and the needle jumps to empty.....
my gauge always reads empty, but sometimes while driving, it will bounce over to actual so fast that i can't see exactly where it is.
the low fuel level light still comes on correctly, so i am not running out of gas in my car or getting stranded, BUT i never know exactly how much is in my tank.
i was looking over the grounds diagram, but i am confused about which ones are supposed to be "indoors" by the descriptions.
i am assuming that i have a ground problem due to the fact that bumps and stuff sometimes move the needle.
