Post still runs only without fuel pump fuse

on my '84 944 i tried replacing the fuel pressure regulator and still have the same result. it will only idle very rough without the fuel pump fuse in. with it in it floods out and won't start, just spit and sputter. could low or very little vacuum cause the fuel pressure regulator to not function properly? now i've purchased another part that made no difference at all. (have one for sale now if anybody needs a used one cheap) should i be able to blow into the vacuum line with very little effort? and if not, where should i look for a leak? any advise would be greatly appreciated! getting frustrated. thanks! paulm_zl@hotmail.com

Vacuum on the regulator drops the fuel pressure. You've got a damn weird problem. <img src="graemlins/c.gif" border="0" alt="[ouch]" />
