<a href="http://adcache.cycletrader.com/5/1/6/51565416.htm" target="_blank">$850 EX250 in VA</a>

There's a salvage EX500 on ebay in PA (looks like an easy fix, that's a personal call though)

<a href="http://adcache.cycletrader.com/5/9/8/51281198.htm" target="_blank">Honda VF500 for $900 in WI</a>

There are a few more VF500F's on cycletrader.com over the $1000 mark too.

<a href="http://adcache.cycletrader.com/5/6/0/51275660.htm" target="_blank">Suzuki Bandit 400 - PA, $1400</a> - Although it looks more like a standard (no plastic), it's a VERY capable sportbike. There's also one for $1000 down here in Atlanta, but I might call on that one for my GF (er, for me as another toy).

Before you buy anything, ask on here if there's someone local to look at the bike. Doesn't matter if they don't know jack about motorcycles ~ it's the fact of meeting someone and seeing the bike in person. Plus I'll probably catch the posting and be able to point you towards more people who'd be more than happy to check out the bike, hold it for you or make sure it gets to the shipper of your choice.

Best of luck looking again!
