I don't know if you have an early or late 944. I only have experience with the late one so here goes:
There is an infamous little clip that connects to a rod up under the dash right above the accelerator pedal. Check this first to see if it's broken. With the car running, turn the temp control from cold to hot and back again a few times and see if the rod is moving. If not replace the clip. A search here for 'heater clip' should turn up more info.
Second cause could be the heater control valve. It's at the back of the engine right above the bellhousing. See if it holds vacuum. If not, replace it. It's around $12 from Paragon. You could also use a zip tie to hold it closed but it's cheap to replace.

Hope that helps.

My '89 S2 had the broken clip, my dealer absolutely could not find the part number for it. I called Zimms and bought 3 for about $3 ea, they sell a pile of them. If you look up under the dash on the drivers side, the heater control flap 'arm' will be swinging freely (if it's the clip that broken), the arm looks just like a bike-spoke. Half the clip should still be stuck in the controller mechanism. When/if you order a clip, you can also get a small piece of metal that snaps over the back of it to strengthen it. The manual makes a big deal out of getting it snapped into the correct place, but I just put my heater on 'cold', closed the flap w/ the (bikespoke) arm and snapped the clip in, and it works great (almost 1 year ago).
