Default Whining belt

Have a belt whine that only happens at idle, progressively worse with higher revs. Assuming I need to loosen the balance belt a little, but I would like to be sure. If someone can confirm my diagnosis, that would be great. Any other ideas are welcome though. Guess it's not ready to be a daily driver just yet.

Funny thing is, I drove around for a couple hours last night, never encountered the whine until this evening when i went to get gas. $1.99/gallon woohoo!

Is it only at idle or only when the clutch is pushed in? My car was doing something similar and it took me a bit to realize it only did it when the clutch was pushed. It lasted a few days and hasn't happened again.

Perhaps I phrased what was wrong; it whines only in neutral so far as I can tell, clutch pushed in or not. I just went to see how it was, and seems more random occurrence than anything else.

If your balance shaft belt is tight, it will whine in gear while driving as well (I know from experience).
